A transcript is an official document that is prepared and sent by the issuing Institution, usually by an institution’s registrar office, with an official signature of an institutional administrator on the school letterhead, with its official seal. When students are considering changing schools, the transcripts are transferred between institutions. Individual student transcripts can be “held” by an institution when a student owes tuition fees until they are paid. This may mean that former student cannot resume their education elsewhere until they repay the debt to their previous institution.
